About The Children

Children available in Hong Kong are generally ages 2-15 years old. These children have relatively mild, moderate or severe special needs that can be physical, developmental, cognitive/mental, emotional, or a combination thereof. Common special needs include prenatal substance exposure, ADHD, autism, behavioral concerns related to the child’s history, and developmental delays. Some children will have more complex medical conditions such as cerebral palsy, epilepsy, Down Syndrome, or multiple diagnoses. As Hong Kong is a developed country, children generally have access to various medical specialties and therapies to help them progress as much as possible. Clinically healthy older children are occasionally available as are sibling groups where one or more children may or may not have a specific special need. Child studies are informative regarding the child’s developmental status, social history, educational level, and personality.

 

All children available for adoption in any country will have at least the special need of trauma through loss and separation. Many children have experienced some form of abuse in their young lives. Children come into care for many reasons and at various ages—and many have difficult family backgrounds. Children in care can live in a foster home, small group home, orphanage, or clinical setting.

 

Primary religions in Hong Kong include Buddhism, Taoism, and Confucianism.

Eligibility

Hong Kong is very child-centered when choosing which family to match with a child. As such, they look at a family’s unique set of characteristics and how that family will meet the specific child’s unique set of needs. It is a beautiful system—and one that gives leeway for various types of families to apply. However, they do have some eligibility criteria:
Parents must be at least 25 years old:

While there is not an upper age limit, age of the parents is one of the many factors considered when choosing a family for a child.

Heterosexual married couples who have been married for at least three years are eligible:

Couples who cohabitated prior to marriage are eligible if their joint time together is at least three years

If either parent has been married before, the couple must be married for a minimum of 5 years in current marriage.

Single women may adopt males and females. Single men may only adopt males.
While there is no limit on a family’s size, it is another factor considered when choosing a family for a child.
Parents must have a High School level of education.
Prospective Adoptive families residing in one of CHI's licensed states (WA, UT, LA, ID, FL, TX), must use CHI to conduct home study. (If you do not live in one of the states listed above, CHI will need to ensure there is a Hong-Kong approved home study agency in your state.)

Travel and Time Frame

Travel

Adopting from Hong Kong is a one trip process about 7 days long. Children return to the USA with their families with a formal guardianship. After a period of 6 months, the family must finalize their adoption through their state court and pursue citizenship for their child.

Time Frame

Most families will pursue a child from the waiting child list after their home study is completed and approved. Official referral of an identified child will take approximately 4-8 months after a valid dossier is submitted to the SWD (Social Welfare Department) in Hong Kong.

Procedures to be granted guardianship and to leave the country with your child take roughly 4-9 months.
